The Diagnostics Agent is no longer needed and therefore deleted in the page of Agent Administration as shown below.
However, the role assignment table in the configuration tab of Agent Framework in workcenter still contains this Diagnostics Agent which actually doesn't exist. It is not possible to delete this obsolete agent directly.
