1983832 - SAP Mobile Platform 2.3 Transform Queue not processing items - SMP/SUP

Symptom

User running SAP Mobile Platform in a cluster with two SAP Mobile Platform Server nodes and one Database node.   The application environment pushes Workflow DCNs to SAP Mobile Platform server and subsequently to the device client.  The SAP Mobile Plaqtform administrator is seeing messages sitting in the Transform Queue as active and not messages being blocked or in error.  This is incorrect and causing devices not to get messages.  The Transform Queue should be processed even if the device is not online. For device's that are not online, the transform queue should result in a Queued Item in the main MOCA queue of the device.
