1986655 - SMP 2.3.3.1 service is not starting : PublicKey check failed. MissingInDB

We have two servers on Windows 2008 R2 SP1 We trying to install SAP Mobile Platform (SMP) 2.3 in a cluster:

1. Data Tier (server1)
2. SMP Runtime server (server2)

With installation of Data Tier 2 there's no error. After SMP 2.3 installation on SMP Runtime server we had an error like in SAP Note 1933724. During upgrading with SMP 2.3.3 we have an error of extracting zip file during upgrading SCC, but we resolved it after moving this file and making a copy in the old directory of this file (file msglst.dll in bin64 folder of SCC)

After upgrading to SMP 2.3.3 we got the following error logged in the Windows Event Log:

PublicKey check failed. MissingInDB Messaging server public key check failed. Until this is fixed the service won't start.

After upgrading with patch SP3_PL_01 we got the same error.

Another symptom is that the error is also logged in the OBServiceManagerManager log:
