1987353 - Meaning of 0 and 1 value in Function Permission Status column

Symptom

Need to update the ruleset. In the Function Permissions.txt file, the Status column is either to be set to '0' or '1'. Which is equal to ENABLE? In GRC version 5.3, it was 0 = ENABLED which is completely opposite of the Boolean expression where 1 = TRUE/On/Enable and 0 = FALSE/Off/Disable.
