1988595 - Error "Persistent resource ' ' does not exist" when following note 1920890 to try to transport environment by not using SAP_ALL

• Because of security restriction, user tries to transport BPC environment without SAP_ALL via introduction of SAP note 1920890.
• After checking everything in the note, user still get error "Persistent resource ' ' does not exist" .
