1989081 - Consulting SYSTEMCOPY: Changelog is empty after activation

Symptom

After a systemcopy the changelog for some DSO-s might be empty after a successful request activation. Therefore the data activated in the DSO cannot be loaded further.

The activation log of the DSO Request activation might contain messages like this:
RSM2 064: No active Export DS (&1) for DSO &2. Activity cancelled.
