1989199 - Sysam license check-out on new server is causing errors

We migrated Sysam license from old server on AS4.0/SYBASE 15.0.3 to new server AS6.0 /SYBASE 15.7. The licenses were re-hosted and deployed.

Now we are not able to check-out the licenses and also the server is not coming up in grace. The error message in sysam log file is below.
