1994043 - Not using Use-Up strategy but still the stocks are consumed first before substitution receipts created

Symptom

In supersession chain defination, product A is replaced by product B. The field 'Use-Up' has set up as 'No'. Business expectation is that existing demands at product A are immediately covered by substitution receipts from product B, and demannds should ignore existing stocks at product A. This observation is that substitution receipts are only created when there is a shortage, so the Use-Up logic was violated. In the below example substitution receipts are created beginning from period 'W 19.2014', only when the inventory on hand couldn't cover the demands anymore.
