1994043 - no use Use-Up but still the stocks are consumed first before substitution receipts will be created

Symptom

In your supersession chain product A is replaced by product B. You have set field 'Use-Up' to 'No'. Your expectation is that existing demands at product A are immediately covered by substitution receipts from product B ignoring existing stocks at product A. Your observation is that substitution receipts are only created when there is a shortage, so the Use-Up logic was violated. In the below example substitution receipts are created beginning from period 'W 19.2014', only when the inventory on hand could not cover the demands anymore.
