1995396 - For multiuser request the closing email notification not sent to the requester

For MULTIUSER request, closing email notification is not sent to the recipient configured in MSMP Process Global Settings for the "END_OF_REQUEST" event.

This issue happens only for the multiuser request type, works fine for single user request. For single user request, the "END_OF_REQUEST" notification reaches the recipient as configured.

For example: for multiuser request type, you want to send the closing email (with passwords) to the requestor (or someone else) rather than to the users in the request.
