An SAP Afaria Google Cloud Messaging (GCM) apply policy outbound notification to an Android device fails with the error message:

"ONS1003: Could not connect to client "xxxxxx", with Client GUID, "{xxxxxxxx}". The specified host, "xxx.xxx.xxx.xxx", cannot be reached."
