1998006 - When creating a new information space getting error "Unable to connect to service IEPlugin:IESession from server ..."

Symptom

In Explorer manage spaces when trying to create a new information space based on a classic universe (UNV) getting the error:

Failed to retrieve the data source details. Unable to connect to service IEPlugin:IESession from server SERVER_NAME:PORT via CMS ...
