Symptom

Flash Player debug version captures the following error when launching SPM UI:

ReferenceError: Error #1065: The variable SpendWorkspaceStyle_mx_core_FlexModuleFactory is not defined.
Error: Unable to load style(SWF is not a loadable module): http://<servername>:<port>/sap/afcpserver/fetcher? command=resolve- bundletype=assetversion=1.0.3.
