Sometimes; after transferring a custom FIM job from a SOURCE system to a TARGET system the job will not appear as published, in the Data Services Management Console> Web Services> Web Services Status, in the TARGET system. Furthermore, when you go to publish the job, using Data Services Management Console> Web Services> Web Services Configuration> Add Batch Job…, it is unavailable for publishing. So the job is in a state of limbo.
