2006104 - Relay Server version 12 not responding to HTTP requests

• IIS Relay Server was not responding to HTTP requests from both the client and the Relay Server Outbound Enabler (RSOE).
• The RSOE logs were showing these errors when trying to establish its Upchannel connection:
