2006419 - It is not possible to create/add items with deletion indicator set

Symptom

You use BAPI_PO_CREATE1 to create a new item, or BAPI_PO_CHANGE to add a new item, with the deletion indicator set (DELETE_IND = "L"), system does not create the item.
