In the "Validity" section of the note, it says it's valid for all support packages of the component, for example, SAP_APPL " From Rel. 617 To Rel. 617".
SP00, like SAP_APPL 617 SP0000, is installed on your system for the component, so the note seems valid.
But when you try applying them by Tr-cd SNOTE, the note is marked as "can not be Implemented", and the implementation fails.
