2008219 - IIOP Service plain access point is not started on ICM

Symptom

The SAP Application Server JAVA Internet Inter-ORB Protocol (IIOP) service fails to startup and similar error as below is logged in the trace files (std_server<x>, dev_server<x> and the default traces):

java.rmi.RemoteException: Service [iiop] start == ERROR ==com.sap.engine.frame.ServiceException: < Localization failed:ResourceBundle = 'com.sap.engine.frame.Service ResourceBundle', ID='IIOP Service plain access point is not started on ICM Arguments: [] > : Can't find resource for bundle java.util.PropertyResourceBundle, key IIOP Service plain access point is not started on ICM.
