Database server fails to start with the following error message e.g.:

I. 04/16 13:13:18. Trying to start TCPIP link ...
E. 04/16 13:13:18. TCP/IP link, function setsockopt EXCLUSIVEADDRUSE, error code 10038
I. 04/16 13:13:18. Could not bind to address 0.0.0.0:2638
I. 04/16 13:13:18. TCPIP communication link not started
E. 04/16 13:13:18. Unable to initialize requested communication links
I. 04/16 13:13:18. Database server shutdown due to startup error
