2008275 - Version Management fails with an error check you have sufficient rights to perform this actions

• In CMC, Version Management fails with an error "Promotion management application is unable to process your request; Please check you have sufficient rights to perform this actions".
• Version management settings are configured fine and the VMS test succeeds as well
• LCM Subversion service is running on the BI4 server
• Upon enabling Version management trace in CMC > Applications > Version Management > trace log settings, the CMC web application log (eg: Webapp_CMC_trace.00000x.glf) captured the following error:
