2008311 - Error 1581 on creating clustered index using "sorted_data" option- ASE

Symptom

Recreating the clustered index with sorted_data for a DOL table reports the following error:

Msg 1581, Level 16, State 1
Create index was aborted because pages in the data only locked table are not linked.
