2010903 - SUM is giving error "cluster_data/instance.properties.IDXXXXX does not exist " during the upgrade of a System (which is a system copy)

Symptom

While upgrading a system which is a system copy ,During the Determine server nodes phase SUM is reporting the following error :-

"Apr xx, 20xx 7:38:13 PM [Error ]: The following problem has occurred during step execution:com.sap.sdt.j2ee.tools.configutils.BatchConfigException: Could not create common factory.com.sap.engine.frame.core.configuration.NameNotFoundException:

A configuration with the path "cluster_data/instance.properties.ID22973" does not exist. com.sap.engine.frame.core.configuration.NameNotFoundException: A configuration with the path "cluster_data/instance.properties.ID22973"
