2011926 - AS Java fails to start due to exitcode 500

Symptom

When attempting to start the Application Server Java, this error appears on the dev_bootstrap file.

F [Thr 2057] *** LOG => exiting (exitcode 500, retcode 1).
M [Thr 2057] CCMS: CCMS Monitoring Cleanup finished successfully.

The jvm_bootstrap, displays this error:

Starting to initialize database connection
Exception occurred for component [internal/unkown] of type [unkown]
java.lang.NoSuchMethodError: java.util.concurrent.ThreadPoolExecutor.allowCoreThreadTimeOut(Z)V
