2012308 - Dump MESSAGE_TYPE_X occurs while running transaction code MF60

Symptom

Dump MESSAGE_TYPE_X occurs while running transaction code MF60 and an error message RM011 "Internal program error note_wmrlv: empty key" can be observed in the dump.
