2013252 - Billing creation: SAPSQL_ARRAY_INSERT_DUPREC after changing number range interval

Symptom

Short dump SAPSQL_ARRAY_INSERT_DUPREC CX_SY_OPEN_SQL_DB occurs in collective billing background job(by VF06/SDBILLDL).

The dump doesn't occur for every billing creation. When you try to recreate billing in dialog transaction via VF01/VF04, the dump is gone, and the billing can be created and saved without problem.
