2016093 - SMP 2.3.x: Creating a large number of sync groups in one package causes this error: "Too many publications specified"

Symptom

A customer had a large number(60) of sync groups defined in a single SMP 2.3.x package.  The customer then tried to add 3 additional sync groups to the package.   The groups were added just fine in WorkSpace but when deploying to a Windows Mobile 6.x device the following error occurred:
