2016149 - BusinessObjects CMS won’t start on Sybase ASE database

• The Central Management Server (CMS) cannot be started. The following errors occur when logging into the CMS:
  Error when logging into CMC or DS Management Console: “All the servers with CMS <hostname>:6400, cluster @<clustername>, kind cms which host service null, are down or disabled
    or
  Error when logging into DS Designer: “SAP BusinessObjects Data Services Designer: Logon failed to the specified system. Check system name, port number, user name, password, authentication method, and try again. Additional informatoin: <Session: SDK failure>”
  
• The following errors appear in the CMS log .glf file, indicating that the CMS fails to start when establishing a connection to the CMS database:
