2016750 - "Monitoring Service is disabled. Only Probes are available” is displayed despite an active / enabled APS with Monitoring Service attached

Symptom

After opening the Central Management Console (CMC) >> Monitoring page, the error "Monitoring Service is disabled. Only Probes are available” is displayed.
An Adaptive Processing Server (APS), containing the Monitoring service, is correctly running and enabled
High level tracing of the Monitoring APS from startup reveals the following errors:
query(): failed, query=SELECT * FROM CI_INFOOBJECTS WHERE SI_KIND='MON.Probe' and SI_INSTANCE=0 and SI_PROBE_TYPE in ('health', 'hybrid'),aps:<HOST>:6400 ,cluster:<CLUSTERNAME>, kind:aps, name:<HOST>:6400, queryString:null, m_replaceable:true, m_serviceName:InfoStore
com.crystaldecisions.sdk.exception.SDKServerException: CMS operation timed out after 9 minutes.
