2016750 - "Monitoring Service is disabled. Only Probes are available” is displayed despite an active / enabled APS with Monitoring Service attached

Symptom

  • After opening the Central Management Console (CMC) >> Monitoring page, the error "Monitoring Service is disabled. Only Probes are available” is displayed.
  • An Adaptive Processing Server (APS), containing the Monitoring service, is correctly running and enabled
  • High level tracing of the Monitoring APS from startup reveals the following errors:
    query(): failed, query=SELECT * FROM CI_INFOOBJECTS WHERE SI_KIND='MON.Probe' and SI_INSTANCE=0 and SI_PROBE_TYPE in ('health', 'hybrid'),aps:<HOST>:6400 ,cluster:<CLUSTERNAME>, kind:aps, name:<HOST>:6400, queryString:null, m_replaceable:true, m_serviceName:InfoStore
    com.crystaldecisions.sdk.exception.SDKServerException: CMS operation timed out after 9 minutes.
