2017410 - GEN_INCLUDE_NOT_EXEC for ABAP Program SAPLSEOP or SAPLSEDI_ACTIVATE

Symptom

The following short dump appears in an SAP NetWeaver system:

Category ABAP Programming Error
Runtime Errors : GEN_INCLUDE_NOT_EXEC
ABAP Program : SAPLSEOP

Program "SAPLSEOP" is of type I and therefore cannot be generated.

An attempt was made in the current ABAP program to call program "SAPLSEOP".
This program is not executable. The current program therefore had to be terminated.

The program "SAPLSEOP" is just an example. This dump may occur with other programs as well.
