2018005 - "Setup has not been able to detect a valid existing installation" when applying EBF or SP

Symptom

When attempting to install an EBF (Express Bug Fix) or SP (Service Pack), you receive the error message:

"This setup applies express bug fixes to SQL Anywhere NN. Setup has not been able to detect a valid existing installation and will now terminate"
