2020811 - GUI installation failed with many "Registration failed" errors in SapSetupErrors_XXX.xml file

GUI installation failed, and after generated SAPGUI installation file(the .cab file), 
opened the file "log\Errors\SapSetupErrors_XXX.xml" in it, many "Registration failed" errors are displayed in the file.

Meanwhile, user may get many error entries in the NwSapSetup*.log as following:
(the problematic .dll file or .ocx file for each entry is different)
