2021681 - Error 1067 starting SAP Service due to missing ICU common library

1-  The SAP service  fails to start on Windows platforms and you see this error message in Windows Event Viewer:

"Error 1067: The process terminated unexpectedly."

2- Running  an SAP program (R3trans, disp+work,  sapwebdisp,  and so on),  in the  local executables folder of the  SAP instance,  the output is   similar to the following:

<drive >:\usr\sap\<SAPSID>\<INSTANCE>\exe\disp+work.exe -v

Could not open the ICU common library.
The following files must be in the path described by
the environment variable "PATH":
icuuc50.dll, icudt50.dll, icuin50.dll [D:/depot/bas/745_REL/src/flat/nlsui0.c 1535] pid = 4556
