2022649 - Cannot create repository on MSSQL due to limitation of model DB size

Symptom

You cannot create/unarchive MDM repository, the error "unable to modify database" shows in MDM Console.

In MDS log, the error similar to the following is recorded:

Description: The CREATE DATABASE statement failed. The primary file must be at least 5 MB to accommodate a copy of the model database.
