2023342 - Non relevant database or OS notes are presented by system recommendation

• Notes that are not relevant to the database or OS of the managed system are presented by system recommendation.  For example, the managed system is running on DB Oracle but notes for other DB such as BC-DB-MSS or BC-DB-SDB are listed.
• Non relevant kernel notes are presented by system recommendation although higher kernel patch level has been implemented in the managed system.
