2023574 - Axis and SOAP adapter can not be started

Symptom

In component monitor you see that the Axis and SOAP adapters are not started, and are in error status:
Some components of the Advanced Adapter Engine are not available
Component "com.sap.aii.adapter.soap.app" of type "Application" has errors
Component "com.sap.aii.axis.app" of type "Application" has errors

The default trace file shows some more details about this error:

Exception while [preparing start of application sap.com/com.sap.aii.adapter.axis].
[EXCEPTION]
com.sap.engine.services.deploy.exceptions.ServerDeploymentException: Exception while [preparing start of application sap.com/com.sap.aii.adapter.axis].
