Symptom

  • Attempting to use Relay Server Outbound Enabler via Microsoft Internet Information Services (IIS) shows an error in the RSOE error log:
    "HTTP Error 400.0 - Failed to attach to Relay Server state store"
  • No errors are shown in the Relay Server host (rshost) logs.
