2027910 - Multiple User Request provisioned after one manager approved

Symptom

Create multiple users with same employee type but different manager IDs, the workflow for the user creation goes to the all the manager IDs available in the list. And even if any one of the manager approves the request then all user IDs get created. This should not be the case; the manager responsible for a particular user ID should be able to approve his/her subordinate ID only.
