2028345 - Msg 16063...the ASE_RDDB license is either not available or has expired - SAP ASE

Creating a user temporary database does not require a license yet this error message regarding the ASE_RDDB license is written to the errorlog:

You cannot run 'ONLINE DATABASE' affecting database 'admin_tempdb' because the ASE_RDDB license is either not available or has expired. ASE could not bring database 'admin_tempdb' online.
