2029459 - SMP 3.0 SAP Management Cockpit does not connect to the Agentry Server

Symptom

After installing SMP 3.0, then double-click on the SAP Management Cockpit desktop icon Internet Explorer reports it is unable to connect.

Uninstalling and reinstalling SMP 3.0 does not correct the issue.
If you do a netstat -a you will see that port 8083 is listening.
