2037069 - Unable to edit other users' rules in a multi-user environment - Data Insight 4.2

Assigning rule author as specific user
Unable to modify rules created by other users
Rules in editing status cannot be edited except by the user that created or is editing the rule originally.
In previous versions, anyone could edit the rule.
Rules are Locked for editing.
