2037801 - Error CJ001 when setting deletion flag for a WBS element.

Symptom

When trying to set deletion flag to a WBS element using transaction code CJ02 or CJ20N, error CJ001 "Purchase order still exists" occurs.
This happens even when the purchase order has had a complete delivery, a final invoice and the invoice has been paid.
