2041001 - Dashboard Design Cache Server won't start

Symptom

The DashboardsCacheServer won't start after upgrading from BI4 SP9 to BI4 SP9 patch 3.  When we look at the logs it is indicating the following error:

java.lang.UnsatisfiedLinkError: Can't load library: /bobje/sap_bobj/enterprise_xi40/linux_x64/headless/libmawt.so at java.lang.ClassLoader.loadLibrary
