2041513 - Installer get stuck at "Starting SIA" when applying patch

• When applying a patch to a BOE XI 3.1 system, the patch installers gets stuck at the "Starting SIA" step.
• Other Symptoms:
• Looking at the patch log files (Usually located in C:\Users\<User Account>\AppData\Local\Temp\<Numbered folder - usually "2"> the SIA log shows many instances of attempting to start the SIA
• The Apache log file located at C:\Windows\System32\LogFiles\Apache\<Date>.log shows the error:

• Opening up a command window and browsing to "C:\Program Files (x86)\Business Objects\javasdk\bin" and typing "java -version" throws the same error (java.lang.UnsatisfiedLinkError)
• In the Server Intelligence Agent log file, you see the error "bootstrap file path is a non-existant file"
