2042646 - IDOCs are not sent to PI intermittently

Symptom

IDOCs can't be sent from an external system to PI using IDOC AAE.  This happens randomly on different server nodes. Every time it happens, a server restart is required in order to get rid of it. You may notice the following error in the corresponding default trace:
