2043905 - Priority of Configuration Policy doesn't work correctly

When the Priority for a Configuration Policy is set to a lower numeric value, the policy has a lower priority than a Configuration Policy with a higher numeric value.
This behavior is opposite of what the Afaria Adminstrator Reference documentation states.

  Priority - set a user-defined value used to determine which configuration policy
  prevails when multiple policies define the same default settings. The lower the numeric
  value, the higher the priority.
