2046279 - WPFToolkit dependency error when inheriting System.ServiceModel into PB.NET

Symptom

When inheriting System.ServiceModel .NET 4.0.0.0 reference into workspace, the following error happens in PB.NET 12.5.1 or 12.5.2:

Could not load file or assembly 'WPFToolkit, Version=3.5.40128.1, Culture=neutral, PublicKeyToken=598c7456a83d557a' or one of its dependencies. The system cannot find the file specified.
