2048826 - Intermittent error while calling external program by RFC

Symptom

An intermittent error occurs when calling an RFC destination that invokes an external program, such as TP:

The corresponding RFC trace contains below entries indicating the issue:

Error RFCIO_ERROR_SYSERROR in abrfcpic.c : 1887
FUNCTION: 'RfcExecProgramKernel'
RfcRaiseErrorMessage cmd could not be started by OS (rc = 1)
PROG =/usr/sap/XXX/DVEBMGSXX/exe/tp xxxxxxx.xxxxx.com sapgwxx
