Symptom

Alter database upgrade from IQ 15.2 to IQ 15.4 fails with the following error message:

               Error in file iqprocs.sql at line 9 with sqlcode -121
               Could not execute statement.
               Permission denied: you do not have permission to execute the procedure
               "HIDE_FROM_NON_DBA_BIN128"
               SQLCODE=-121, ODBC 3 State="42000"
