2051992 - Promotion Management job failure: Application not available

Symptom

When attempting to schedule or promote a Promotion Management job (LCM) the promotion fails.  

The failure status reads:

Resolution Status=Not Applicable, Dependency Status=Not Applicable, Commit Status=Commit attempted and failed., Promotion Status=Failure : Application not available 

This happens only with Promotion Management jobs containing Analysis Application objects created in Design Studio.
