Symptom
- 'DBValidator' in Software Update Manager (SUM) may fail when LANG environment variable is set to non-English (e.g. ja_JP.UTF-8).
SUM will report the below error in log files even if you set suitable PATH and LD_LIBRARY_PATH by following note 1868303 or 1857258.
