2054061 - Some web intelligence reports see HTTP 400 bad request error when attempting to drilldown while accessing via siteminder URL

• When accessing reports directly from tomcat they all worked ok
• Reports are only having issues when accessing via siteminder URL whether or not BI SSO was enabled (not SSO related)
• Some users could access the reports fine through siteminder some could not
• Some users had issues only with Internet Explorer (IE) and other browsers such as firefox and chrome worked fine
• Some users could disable IE protected mode and the drill down worked fine
• If drilldown was not used there were no errors, 
• All reports were being accessed via opendocument links
• Bad request errors could be seen in tomcat, apache, and via fiddler logs but their cause was unknown wit logging in all environments

This issue was found on SAP BusinessObjects Business Intelligence Platform 4.1 but technically could exist on other platforms and all SP's
